NIC causing W98 not to boot up

Just re formatted the HD & re-installed 98. As I went through installing all of the drivers for the hardware and when I got to the NIC card, it was unsuccessful. After troubleshooting I found that the VPN Option was installed from the windows communication programs, so I removed that since I have a LAN Card for DSL. After restarting my only option is to start in safe mode? When ever I try to change something I get nothing. It either asks for the w98 cd rom, which It won’t let me access in safe-mode? Any ideas?
