NIC not seen by POST

I have an NEC laptop that came with Win95 OEM. The NIC is recognized when I power up or reboot. I upgraded to Win98 SE. If the NIC is plugged in during power up or reboot, it is not recognized by the PNP routine. If I unplug the NIC and reinsertit in the same PCMCIA slot, it is still not recognized. If I remove the NIC and insert it in the other PCMCIA slot, it is seen by PNP and installed. It is a nuisance to remove the NIC every time I power up or reboot, then wait until the desktop appears before inserting the NIC. What changed with Win98 PNP during power up? How can I fix this? I installed all the latest drivers and BIOS I can find.
