No Access to Domains

I had a PDC that went down. I took the BDC and promoted it to PDC. In this domain everything works fine inturnally. But they have to other domains for other resources. In this domain, when you click on network neighborhood, you can see the domain. When you click on the domain, you can see the servers, but when you click on a server I get a message:

There are currently no logon servers available to to service your request.

When I am at the other domain with the recources, I can access thefirst domain fine...
I have removed and replaced trust relationships.

check Wins settings (name resolution, anyway)
does the old PDC has Wins server installed?

No WINS server is installed on this server... There is a WINS server that is installed on the domain that this server is trying to access. this information is entered in the TCP/IP configuration.

Trust relationships are set up and maintained between PDCs of the seperate domains. If the PDC of one domain goes down (meaning you did not promote a BDC to the PDC when the PDC was still online), and the PDC of the other domain cannot establish thetrust connection, the trust relationship fails. If a trust relationship is broken, it must be rebuilt from scratch. You will have to remove and reestablish the trust. Fortunately, this is not too difficult and will not affect accounts and permissions.

In the question, I stated that I had removed and replaced the trust relationships for these PDC's

The WINS database doesn't have the proper domain registrants for pass through authentication.
To resolve, allow WINS dynamic registration.

This ensures that Domain Controllers register their Domain NetBIOS names with the WINS Server.
Be sure that WINS database replication is successful between WINS Servers.
