No access to Internet from server

I have NT 4 Server with dial-up access to Internet. No one program installed on my server can’t access to Internet (MS IE, Opera, MS Outlook) – everytime massage appears “Initialization of dynamic link library winnt\system32\htspy.dll has failed.” But other network computers have access through my server to Internet. Please, help me to solve this problem.
