No Boot Cannot Disable System Restore ME

Hi,
I have a gateway pc running WME. I suspect a virus and want to turn off system restore so I can scan and remove. Problem, I cannot boot the pc. It will not boot normally or into safe mode. I receive several DLL error messages and it locks. Is there a way to turn it off in DOS?
