No CD-ROM access from Windows 98 SE

The CD-ROM does not show up in control panel or Explorer. If I boot from the Windows 98 setup disk I can access the CD-ROM and copy files from it to the hard drive. During the boot process the CD-ROM is being found but after Windows 98 SE boots up there is no CD-ROM access. Where does the CD-ROM go and how can I get it back? Thanks.
