no command.com or windows

well here i am again lol hmmmmmm still havin trouble with this comp…i cant get A: and still get the message no windows….no command.com sooooooooooo what do i do here pleaseeeeeeee…..cant i get a step by step to follow???? so i can get windows98 up and running again?
