no connect to the internet or ping pc’s

Hi,
I cannot connect to the internet or ping to or from the router or other pc’s over network. Windows 98SE device manager shows working card. I also tried another card and still nothing. I have uninstalled winsock and winsock 2 from registry and uninstalled TCP/IP and reinstalled.
Any thoughts?
