No DC voltages in a pc psu

what are the steps to determine where the fault lay,whilst complying with safety procedures in a PSU unit

It depends on just exactly what you mean here, the easy answer is to use a Power Supply Tester & Multimeter to check the voltages if the PS runs with the PS Tester plugged in.

Unless you have specialised experience with Switch Mode power supplies and the correct tools I would not recommend that you even consider opening the case of the PS.

I would aggree with Hal. If you are not experienced with power supplies, don't open the case for the power supply. There are generally two big capacitors that if touched wrong will put you on the floor. This will happen even if the power cord is disconnected.
