No domain controller found (sometimes) H

I have 3-4 users out of 125 that repeatedly get a no domain controller error when they try and log on to our NT 4.0 network, They are using Win 98 clients.
If they try 4-6 times it works.
Same 4 people every time. I’ve tried moving ports and switching cables.
PLEASE HELP!!!!!
