No downward capability

I have Office 2K installed in my system. I felt it so slow. So i uninstall it and re-install Office 97. OS is Win 98 on both cases. Now the problem is Access does not work. If Open any access database, system tells there is no license to work it. How to solve it ? Thanks in Advance.
