No MMC IIS snap-in

I am trying to install PHP on WinNT SP6 w/ IIS 4. I need to configure some settings in IIS. When I run the MMC I go to Console\Add & Remove Snap-In\Add….there is no option for IIS. All I get is .NET Framework, ActiveX Control, Folder, and Link to Web Address. I scanned the server for *.msc files and there are only 2 (on all hard drives)…..Certmgr.msc and mscorcfg.msc.

Anyone know how to get this working?
