No network login dialogue on startup

I have a small home network, Win98SE and Win95. The Win98SE box refuses to offer the Login dialogue on startup, logging on as Default. I have to then logoff to get the dialogue, which then works ok. I have TCP/IP and Netbeui installed. I have previously deleted the .pwl file and reinstalled networking.
