No POST now.

I was having a quick look at a friend’s (booting up OK to desktop)Win 98SE workstation the other day and had selected shutdown > restart. Without thinking I pressed the system’s reset button at about the same time as the software reset was happening. Now the POST (Memory test etc.)does not even happen. Have I damaged the BIOS chip or do you think the CPU is likely to be the culprit?
