No privileges to do anything no start button Win XP

Hi
I have just bought a second hand HP pavilion the seller tells me he “only created a single user (Administrator) with no password, so there should be no restrictions on what you can do.”
It starts ok but only shows the desktop picyture at any point. However, no start button, no folders on the desktop, can’t break into boot up with F8 as it stops it booting altogether. Can’t get into setup with Del. Have created a folder on the desktop and can even get to the control panel via that – but nothing works. A brief flicker to show the button was pressed, but no action.
Would it be a good idea to take the battery out?
