No restart button when I RDP into XP

How come there are only options to logoff or disconnect when I am using RDP to a WinXP. Is there away or feature that allows me to do this?

the rdp features functionality is imported from w2k terminal server.
On a terminal server it's in start, settings, windows security.
I don't know if on a xp workstation it would be built in too( it should).
You have to be an administrator of course to be able to do that.
