No right click available in start menu

Some users have right click on start menu programs, like "sort" or "send to desktop" whilst other users the right click has no effect.
How do I get the right click to work?

Right -Click 'Start' button > 'Properties' on the 'Start Menu' tab click the
'Customize' button go to the 'Advanced' tab > make sure 'Enable dragging and
dropping' is checked.

Right click on start button, reveals "open" "Explore" and "Find" NO "properties"

We're trying to find the Taskbar-Startmenu settings. It depends on how the Window is set up and the version.
Try clicking on the Start menu to open the menu and then right-click at the top or bottom of the menu lookung for Properties.
