No Video/POST Beeps

How can I determine if a computer has a bad motherboard or CPU? When powered up, there is no video or POST beeps. Everything points to either a bad motherboard or CPU, but I don’t want to have my customer purchase a new motherboard, only to have the same problems. Can motherboards/CPU be tested to ease any doubts?
