no webcam will work with my laptop, why not?

first up, im running windows 7 32-bit on a Compaq Presario R4000.
system specs are:
-2.2GHz AMD Athlon 64 3500+
-1GB (2x 512MB sticks) DDR Ram
-Mobility Radeon X200

the webcams all work on other computers just fine, ive tried all of them on my desktop computer and i have no issues.
the drivers im using are the generic windows drivers, i know those will work because they operate fine using those on the desktop, having the manufacturer drivers installed doesnt make a difference.
in device manager there are no errors or yellow triangles, the webcam is recognized and “working properly”.
ive tried starting a video feed from VLC, because that works on my desktop, but it doesnt start up the webcam to get the video feed, or something. the light doesnt turn on either.
when i try testing it with skype the video feed box is black with an error reading: “Can’t start video. Try closing other programs that might be using your webcam”.

so im stumped. why arent any of the webcams working with the laptop?
