This should give you the option to boot in "Safe Mode".

If everything start OK, try restarting.

If this doesn't work, go back to "Safe Mode" and when it boots go to Start > Accessories > System Tools > System Restore.

Select a "Restore my computer from an earlier time" click on "next" select a date from the calendar that is in bold and click on next.

If you can't do this post back.

OK this doesn't sound like a Windows issue to me but more a Hardware Issue

If the above doesn't work try getting a Copy of the Ultimate Boot CD and run some diagnostic tests. It's free to download and available here

This sounds much more like a faulty Power Supply or something along those lines so it the system works with The Ultimate Boot CD you know that you have a Software issue and need to look at the OS install, but if it fails to run and perform tests with the Ultimate Boot CD in the Optical Drive you know that you have a Hardware issue and can start looking for the faulty Hardware and fix that.

Lets know how you get on.
