Windows Disk manager? If so, what size is reported, and what file system?

You could also use a knoppix cd and gparted or qparted.
Fdisk or sfdisk are also good options.

Any usb aware formatting utility should be usable. Most likely it would not let you format due to some installed vendor ware on the usb stick that was running at the time.

Also some of these large Thumb Drives

Use Data Compression Software to get the larger sizes. You may find that when you format the unit it is considerably smaller that you original thought Or at least it will no longer have the listed Security available.

No Matter what you need to stop whatever application that is running running to format it.

I would use a Live Linux called Knoppix personally but I would first make sure that you really want to do this as it will kill any specialized items that come with the Unit.

Knoppix can be downloaded from here if you require it.
