You say the laptop has obtained an IP address from the DHCP server - how ahve you established this (i.e. from the server or from the laptop) and what range is the IP in as if it is in 169.254. x.x range it hasn't actually obtained an address. Also are you able to ping from the laptop at all?

You cannot ping the laptop by ip address or by system name? Tried doing an ipconfig /flushdns on your machine? Maybe dns is cached with an old address on the machine you are trying to connect with

Sounds like IP is behaving erratically. I would uninstall TCP/IP and then test the laptop again. In 98, you right click on network neighborhood, access properties, and uninstall TCP/IP. Then you simply reinstall TCP/IP (ADD/PROTOCOL/TCP/IP). With XP, access a command prompt and type the following: netsh int ip reset (file name ex details.log). This command resets TCP/IP settings in the registry to their default values.
If this doesn't work, I would reinstall the NIC card.

that is weird that you can ping 'out' but not 'in'. i have never had that problem that wasn't a fireall problem. you sure you didn't have a firewall product installed that you have uninstalled? if you just uninstalled a firewall product, can you try putting it back in? zonealarm was famous for letting you uninstall it and leaving the ports firewalled anyway...
if you are attempting to ping by ip address, what error exactly do you get?
maybe try locking the media type up or down (10mb half or 100mb full)
which is lame i know. but just 2 cents.
