Not seeing CD-ROM in drive

My neighbor brought her (now dust-free) eMachine Celeron 466, Win98, to me yesterday saying the DVD-ROM was not playing her children’s game discs (CD-ROM). Inside the drive was a badly scratched, not recognized, PhotoShop disc, I put in a few discs of my own & they were recognized 90% of the time, including a DVD movie, but not music CDs. I swapped out the DVD drive for a CD-RW I have handy, & it wouldn’t recognize any discs! I put the DVD back & now IT won’t see any discs. The drives were set to Master on IDE-2. When I put a disc in, the green light & the HDD light flash for a (long) while. I don’t always hear the drive spin up – the power connector seems a very tight fit – could this be the problem – dicey power? Also, AutoPlay is ‘on’ but never worked. Thanks.
