Notification icons disappearing

I am running XP Corp, sp1.
My taskbar notification icons will randomly disappear after a reboot.

My Hide Interactive Icon setting is off.
I usually have 5 icons that stay running, but after rebooting, things like my Serv-U FTP server icon, my DSL connection manager icon, and sometimes even my Sygate firewall icon will just not be there, even though the program is running fine.

I have to end the program from the task manager, restart it and the icon will show up fine, until I reboot.

I even tried the Lock the Taskbar, to no affect.

Any ideas?
