Notify users as they login

How can I send announcements to Windows 98/95/NT client workstations the minute they login to a Win NT server ?
Like the one they have on Unix. NT login script is a hassle. Exchange is no use if the user did not open his mailbox.
Preferably something like the ancient DOS Saber Menu system where I can update,schedule and timed the announcements.
