NT-4 server user logon question

How do I allow another user other than the administrator to logon to the desktop of NT-4 server, via ctrl-alt-delete prompting for user name and password?

Depending on the rights you would like to grant the user, you can make the user a domain admin, server operator, local user, power user... There are other options, but these are the most obvious.

Add the user's domain account into the local Back-up operator's group on the particular server you want him to be able to access.

This group has the least amount of access on the server, but will allow him to logon successfully at the ctrl-alt-del prompt!
