NT / DHCP / HP Procurve

I am running NT4, using DHCP. I excluded the first 50 IP addresses. We recently connected 2 HP Procurve 4000 switches to the network which I assigned static IP address within the excluded range. Problem is, I can ping the switch but I cannot Telnet into it nor get access through IE using the assigned IP address. If I change the address to a number outside of the excluded range, everything works perfectly.
Is this supposed to work this way? Any info would be helpful.

Let me just refresh what's going on. You have a server running NT4 with DHCP. Let's say you're using the network 192.168.1.0. And you excluded 192.168.1.1-50 from the DHCP server to use.
Now, you set a static address on the switch within this range of 50 addresses. And now you can't seem to connect to it via telnet or http? But you can ping it fine.

I would make sure my computer I was trying to use to connect to the switch had the correct route in the route table to get to the switch. If that's ok, I would check to see if the server has the path correct in the route table.

To view your route table, type route print at a command prompt. To learn how to add to the table type route.

It's possible that the ports are closed off from allowing telneting into it. As far as http, you need to make sure you also add the port number for these admin features. For example: 10.x.x.x:8888 (type in the port number after the IP address) if trying to use the http version software of the switch. Hope this points you in the right direction.
