I have a user who is in the account operator and server operator groups, but the user cannot stop and start services on servers. Where would the permissions be assigned to stop and start services?

There might a user right that would permit this, but I believe the user has to be a member of the administrators group (local or domain).

Server Operators should normally have the right to do this. Could be some conflict with a global (or domain-wide)group versus the local group on the server. Possibly the domain group has not been added to the local server group. Just check it out. Will standby if you need any more help

Make sure in the user rights that the user has the right to start and stop services.
The user rights is located in user manager for domains.
