NT Program Group Creation Failure

Does anyone know why an installation would fail to create the Program Group on an NT 4.0 Machine.

Specifically, the Sybase Products Powerbuilder 6.5 and 7.0.

6.5 would at least continue, where in 7.0 the installation blows up.

If you do not install the programs in the following order, the software products can fail on installation and require that the disk is reformatted and installation restarted.
1. Windows NT 4.0, Enterprise Edition.
This product includes Windows NT 4.0 Service Pack 3. Service Pack 3 is required to install Microsoft Cluster Server. Do not go directly to Service Pack 4 for Windows NT. Do not install IIS during the installation of Windows NT.
*Important* By default Internet Information Server isinstalled and must unchecked during install to prevent installation.
2. Microsoft Internet Explorer 4.01 or later.
3. Microsoft Cluster Server (MSCS)
Other application installation options presented with the Windows NT 4.0, Enterprise Edition Installer. Do not select MSMQ or IIS. MSMQ 1.0 is not supported on SQL Server 7.0.
4. Manually create DTC Resources
5. Windows NT 4.0 Option Pack
MSMQ should not be selected as an optional installation choice.
6. Windows NT Service Pack 4
7. Microsoft SQL Server 7.0
