NT Sever locks loading TCP\IP

I am trying to load NT server 4.0 onto a server and make it a BDC. After loading the NIC drivers Windows starts to load files for TCP\IP and then freezes. When I remove the CD I receive the message “unable to load telnet.exe”,, or something similar to that. I have tried to load it from other CDs and it always freezes in the same place. The system itself has an Intel D850MVL mother board with a P4 900 MHz. I searched MS Knowledge base and found nothing. Any Ideas? Thanks in advance.
