NT spooler Service

Hi,
Can anyone help me find a way to accomplish the following.

We have a Windows 98 workstation that prints, using an NT print que from a share on one of our NT 4.0 servers. We have given full permissions to the group of users for the print que’s.

The problem is that sometimes a print job gets stuck in the que and the operator cannot delete or remove the job. The only way that we can remove the job is to stop and re-start the spooler service on the NT server.

Is there an easy way that the user can stop and restart the NT spooler service from the Windows 98 workstation? They do not have administrator privliges on the network and do not have physical access to the server. Problems are happening on 2nd shift when no one has access to the server to stop and restart the spooler service. Is there some utility or way that the printer user can do this?

We have VNC, but that means they would have full access to the server (we do not want that).
