NTbackup and system state

I have run out of the 4GB of C partiton (only 2 mg of space left) and to reallocate 10 GB of unallocted drive space to the C partition. I am trying to preform a system state back up using the NTBackup so I can then boot from the CD and delete the partition, reinstall, and then restore the system state and C drive but I am receiving the following error:

Error: You do not have permission to access portions of System State\Registry\software.
Please see the owner or administrator to get permission.

This file is not being copied and Microsoft says that until I get this file to backup, my backup is no good. I have changed the permissions on the ht_key files for software. I am very stumped on my next plan of attatck.
