NTbackup cannot back up to tape

We are running Veritas BE on Windows 2000 server with SP 2. We find ourselves in the position of having to perform a full backup of the server using NT Backup instead of Veritas. I can stop the Veritas services, but when I then try to use NT Backup, I get an error message saying that "The operation was not performed because no unused media was available." When I look in the removable storage console, the tape drive itself appears disabled, although the Enable box is checked in Properties. Although I have stopped the Veritas services, I am wondering if Veritas is still keeping NT backup from using the drive. Any help with this would be appreciated.

Try preparing the media first with RSM.Open compmgmt.msc/removable Storage/Physical location.Insert tape.Drive should see tape.Action/prepare.Then try native nt backup to see if backup successful.
