NTDRL MISSING

I migrated my current hard drive to a new pc with Pentium 4 Win XP Professional. I have two hard drives. After copying the files over to the new hard drive, I tried to boot into Win XP and got the message “NTDRL Missing”. I booted from the Win XP CD and ran copy ntdrl to c:, file not found on XP CD. I also ran fixboot from the repair menue, that did not work either. Can you help with a solution this problem?
