number of login attempts causes lockout

I have 2 users that have laptops and dial into our parent company’s server to access our domain and get email. The accounts are set for 3 login attempts and then it will lock the account if not successful. What appears to be happening is when they log out and try to log in later on, the account is locked. I have changed their login attempts to 8 and they don’t have any problems. These people are on our domain, so if I change their login to 8, it changes everyone’s login to 8. We want to keep login attempts to 3. One user is running Windows NT 4.0 and the other one is using Windows 98. Both are using same dial in program. Thanks for your help.
