This happens if you removed Netscape Navigator from your computer. The program is gone, but references to it remain in Outlook. To fix it,

To resolve this problem, follow these steps:

Start Outlook.

On the Tools menu, click Options to open the Options dialog box.

In the Options dialog box, click the General tab.

Click Add-in Manager to open the Add-in dialog box.

In the Add-in list, click to deselect the Netscape Navigator Add-in. This may appear as Netscape Extensions.

Click Remove and then Close.

Do you have any additional information? Have you recently installed, uninstalled or just deleted any files or software from your system. You can probably use sysedit to edit your system.ini and remark out the line that is causing your error to occur. There could also be a key in the registry thatt is causing the problem. I am unsure of your experience with PC's but if you are comfortable in the registry it is not dofficult to find the offending line.
