Obselete Document Storage on eRoom

We are attempting to develop ways of securing a nice smooth audit by organizing our documentation so that it is aligned with the overall business plan.
I have built out an approval database--as all things must now be electronic and visible through out the company. However, we are finding documents are becoming obsolete and then what to do with the obsolete documentation.
We utilize Documentum eRoom. I am trying to convince my boss to allow me to build out a simple non-approval document library to house all the obsolete documents however he wants to simplify as much as possible by keeping it all in one.

How do you guys do it???
