The questioner made no comment whatsoever on whether permission was granted to access the neighbor's wireless signal.
You just assumed he was trying to 'steal' the signal.
But that was not even his question at all.
It was 'how', practically, do I go about this?
You sidestepped the issue completely, raised a scarecrow and then destroyed it.

PS-- I have the same issue. My cable signal is down. I'm wireless temporarily from next door. Yes, by permission. my MagicJack works, but my VOIP doesn't.

I'll start by pointing out to this God-loving man that whether or not it is stated as being an agreement between two parties living on either side of a dividing wall, all standard ISP agreements don't legally have any agreement that 2 domiciled parties, living in separate dwellings, can share a single internet connection.
