Volume license

I believe most enterprises and SMB's use the volume licenses and it will also be easier to keep track of too.

Volume License always

You can start off with a 5 Site License and buy as many more as required from that stage or you could buy the 130 Licenses and if you require any more buy those licenses as required.

Using Volume License Product means that you only have the 1 Product Key to deal with and depending on the actual product Activation may not be required. It's simpler to use Volume License on both the OS and Programs as you can Slipstream the Base Install Disc include the Product Key and not run into problems with M$ Licensing. It's just easier to manage as you don't need to go around finding which Product Key belongs with which case.
