Office xp on Windows 2000 problem

When I install office XP on windows 2000 SP3 with all internet updates excluding internet explorer 6 service pk, I get the following errors once installed. “Microsoft Outlook has not been installed for the current user”. This happens no matter who Iinstall or run it under. I am also a domain administrator. This also happens on Excel.
