Office XP or 2003 - Buy 3 or 5 user license

I'm helping a friend set-up a very small soho for his new association head quarters. He wants all new equipment for the office which will have three main employees and one volunteer/receptionist. He currently has DSL service and very old 450Mhz pcs with windows 98. Here is what I suggested:

Buy entry level Dell Dimension PowerEdge Server SC430 at $1478 Includes SB 2003 Server
3 Dell Dimension C521 with Windows XP Pro - $2214 (total for all three)
One 16 port unmannaged switch at $54
One Linksys WRT54GL at $69.00
They need Office Professionl but for four or three users should we consider buying four or three separate Office XP Pro cds or buy separate 2003 Cds or buy the five user licences. Is it cheaper buying it separately, I found Office XP Pro for $200 each, I'm not sure which way is cheaper - separate or license. Any help and suggestions on our new setup for a low budget assocation SOHO?
