Offline Folders, OL2K, not avail offline

I believe this is a very easy question? (as most of mine are). Outlook 2000 help seems to very clearly tell me that using offline folders allows you to turn on your computer out of the office and interact with the e-mails, calender, etc (whatever was setup to be avail. offline). When I disconnect from the network, boot up offline use try using outlook, it says that I don’t have access to these folders, and that I must sync. I am synchronizing properly. To be sure, I have manual sych. all folders (even though it is set to synch upon close). What am I missing??
