Offline Shortcut for User

Good Morning,Have a win2000 AD domain.Installed win2000Pro client.User has enabled offline Files,Synchronized the files which is available through the Control panel/folder options/offline files.When checks “place shortcut to desktop”,The shortcut isnot enabled.On DC searched for GP implement but no references to this option or perhaps I missed a referance.Question is has someone Xperienced and resolved and How.Thanx for any thoughts
