OL2003 – How to send a meeting request that will post to a public calendar

I have a two-headed issue regarding meeting requests, public calendars and confirmations for meeting requests:

Outlook 2003sp2
Exchange 2003sp1
Windows XPsp2

1) My VP wants to be able to send meeting requests that will populate on our public Corporate Calendar automatically, and I’m not having much luck on figuring out how to make this happen.

2) If that is not a possibility, how can he send meeting requests from that public calendar and remove the option to receive responses? He can disable it when creating / sending meetings from his calendar but not from the public calendar.
