OLE failed to run up server

I have 2 DTP programs, Serif Page Plus 5.0 and Corel PrintHouse that I use for newsletters, etc. I am running Window 98 SE on an HP Pavilion, Pentium 3 128 Ram. I can no longer bring graphics (bitmaps, clipart, etc) from the program CD into my document. I get the error message, "OLE failed to run up server". The CD is being read, as I can find the clipart in Windows Explorer, and can sometimes cut and paste into my document (though this doesn't always work either).

Microsoft's KnowledgeBase website said to load virtual machine, which I did. This didn't help. Any suggestions?

Have you tried reinstalling Win 98 ontop of itself. Thus keeping your settings your old settings? If that fails you may need to clean
install Win 98 then restore from backup other programs if windows is in same directory as before.

I don't have Win 98 only disks, just the OEM restore disks, which would wipe eveything out. This is a last resort, which I really don't want to use yet if there is any other choice. I have a lot of stuff loaded on my computer and cutomized over the last year +.
