One User for One System

How can I institute a policy that the workstation being assigned to one user is the only one allowed to use it? Are they freeware or something in the registry that I can use?

That depends on how you do your account management. Assuming you're using some sort of network-wide account management (such as NIS, NIS+, Kerberos, or LDAP), you would need to add a check in the PAM configuration to each system. If you're using astackable PAM configuration, such as RedHat 7.x, you can simply add the check to the /etc/pam.d/system-auth file. Check the Linux PAM administrator's guide for details.
