Is the Windows firewall active?

Is the machine getting an IP address?

Is the game installed on the machine?

if they can get online then they have an ip number.

are all security settings the same between both systems?
if one allows activex and one doesn't, silly things like that.

Why don't you try online support for the 'online game'? Some require specific ports to be open.
If you put both computers behind the router, did you use a DMZ feature to expose one to the internet?

If the one that is able to game is exposed to the outside, then you will probably have to find out what ports the game requires, and configure the router to forward those port requests to the second PC's IP address. Most likely you will end up having to assign static IP's if you haven't already.

Another option would be to disable the routers firewall functions. Be sure to at least use a software firewall.
