Only Domain Admins can run login scripts

Curently our network is a Novell Nt mix. Up til now all scripting was done through Novell. We want to go to an all NT Domain and then perhaps on to active dir. We are unable to make NT login scripts run in user accounts. As soon as we make the user account a domain admin, it runs fine. we have granted users full access to the script folder and still no luck. As a test we are running a simple pause comand in a batch file and it doesn’t run unless they are domain admins. Local admins doesn’t even work. Is there a sevice or a regisry setting that needs to be made to let NT login scripts run under user accounts?
