Operations have been cancelled due to restrictions in effect on this PC

I recieve the following error when a typical user opens an email ands tries to click links. “Operations have been cancelled due to restrictions in effect on this computer. Please contact your system Administrator.” Outlook and IE run on a terminal server and this only occurs for users who use the terminal server outlook and IE(via CITRIx). I have found lots on the Internet on this topic but I think it is all unrelated to my issue and mine is just some setting I am missing I am thinking.(2003 Server and enhanced security not in effect-Outlook 2002). This issue only applies to the user other than admin users. So users with local admin rights to the server don’t seem to have this issue. I don’t have this issue as I am an administrator but my IE settings are all the same as there and the local GPO settings are not set. These links are not special in any way and not security issues-just seems to be fact OUtlook is trying to open IE for typical users. But like I said it does not apply to me or admin staff. Any ideas?
