I am about to take over as System Administrator at a government contractor and I have been looking at the machines that run our network. I am concerned as this will be my first time in this position. The most powerful machine I have as a server isa Pentium 2 as my PDC. The other servers vary from Pentium 133-200 running NT 4. I only have about 50 users on my site. My concern is that I am not used to such a small site. I came from an environment with 800 users.

Finally the question. Do I really need to worry about upgrading the machines that I am using or should I just maintain the ones I have? I have a couple users that do heavy work, but most just use Office and do email.

Performance Monitor

What you need to so is become more familiar with the Performance Monitor utility, then create a baseline log to compare utilization of your servers over time. If there are no performance or bandwith problems right now, I would wait, and just monitorthe logs.
